The Committee is in favour of allowing the different States to deal with the problem in their own way, subject always to the power of the Federal Government to pro- tect States where Prohibition" may continue to exist and to safeguard citizens everywhere from the return of the old Saluan.

The paper believes that the Japanese trick of according formal recognition of the ferritory, has long been coveted and will result in endowing the Manchukuo power for concluding, internal treaties.
Further, the journal points out that the recognition of the. Manchukuo will facilitate the exploitation of Manchuria in pre- paration for war with America and Russia, which Japan considers Inevitable.
The paper says it is futile relying on diplomatic methods for the settlement of the Sino-Japanese conflict and that armed resistë ance at present is the only way.
