LONDON, April 11.
Little surprise was aroused in official circles in London by the announcement of a breakdown in the Sino-Japancio negotiations. Oficials consider the Sino-Japanese demands were most incont patible, almost certain to lead to a deadlock. However, it is not anticipated the breakdown will lead to a resumption of hostilities. It is presumed that the unsuccessful discussions at Shanghai bava been transferred to Geneva, but it is impossible to forecast the

The Japanese demand for some, guarantees that the situation which led to the recent fighting should not recur, is regarded in London as not unfair, Omcials express some, urprise that the Chinese are unable to agree to the suggestion, provided it led nitimately to the complete withdrawal of Japanese troops.

The refusal of the so-called Manchurian Government
to per mit Dr. Wellington Koo, to acconipaay the League's Commission of Enquiry to Manchuria has produced the worst possible impres sion in League circles, and it, is felt, should the refusal be persist- ed in, it will lead to another serious situation,
The League Secretariat was informed of the incident by Lord Lytton who decifues to proceed to Manchuria without Dr. Kop.
"It is anticipated this affair will come "before the Assembly Committee towards the end of the week. The Committee may adopt a strong line in face of the Manchurian attitude, which is attributed to Japanese jaspiration.
It is expected the Chinese delegation will ask for a meeting of the Assembly: Committee.
