Whilst some of the recommendations in the Report can readily be reduced to terms of dollars and centa, many, including--some of the most important and far reaching, cannot be so expressed. The Commissioners themselves refraingd generally from giving monetary value to their proposals. Several of the recommenda- tions are still under consideration, and in a few cases recommen- dations which had been accepted at the time the Commentary was ,written, have had to be reconsidered in the light of subsequent de
