A reign of terror resulted in Hongkow following the Japanese occupation and a state of open ware oxists, says a Report of the League's Shanghai Commission cabled to the League this afternoon, signed by Count Ciano, who adds that the offensive is entirely in the hands of the Japanese whose declared object is to capture the Woosung Forts and drive ail Chinese troope to a considerable' distance from Shanghai.
The Report says that almost the entire non-Japanese popula tion has fled from the Hongkew area.
The Japanese Consul, admitted that excesses had been com mitted by his nationals when the feeding ran high and chaotic con. ditions prevailed, but the situation had greatly improved and a considerable number of undesirable Japanese had been deported to Japan.
The Commission adds that it is impossible to determine which side broke the truce.
