Underlying Principle.

Regarding the principle underly ing the proposals, Sir John Bimon said: "Since our common ohjeet 'is to diminish the sum total of armamenta and the, expenditure upon them, it follows that we must 'direct special attention, to such pro- hibition or limitation as will weak- ea attack and so remove the tem ptation for aggression,"
