France, is delayed, in still ad hering to her view that the repare- 1 payments must be resumed next year and must, moreover, have Erezence over Germany's private Obligations. Furthermore, it understood that France insists upon A strict limitation of the scope of the muquing to be conducted into Germany financial sitantion by bankers commission under the auspices of the Bank of Inger- Inational Settlement.
All thin, it was declared in poli tical quarters to-night, is not con- ducive of speeding up the negotia tions between the two countrica or even of rendering them easier. The Reich, it was stated, was extrome- ly anxious that the bankers cam- mission determine its total 23- "debtedness at home and abroad, and · to German Government must, therefore, insist upon the terms of reference of the commission hring as wide as possible. Only by this method, it was declared, could Germany's capacity to pay be des finitely ascertained and, unless the French Government agreed to this, the commission would be severely handicapped with the result that the issue would merely be postpon- cd instead of solved.
