His ment modifies its attitude, which he thinks is unlikely. general instructions are to maintain the attitude he has adopted up to the present. He knows nothing yet regarding fresh instruc- tions and he, therefore, is at a loss to know what the upshot of today's meeting of the Council will be.

The Japanese delegation is puzzled by a report from Tokyo that Japan should start the withdrawal "of troopa" provided «China recognises her treaty commitments, and it is pointed out that there is no mention of treaty commitments in the Council's draft. resolution.

CHANG NOT WANTED.

The Chinese delegate Has handed to the Secretary-General" a telegram from Narking, dated October 22, stating that "Marshal Chang Huch Liung was notlßed to-day by the Japanese that 417 cafes, containing his household and personal effects, have been delivered at Tongku from Dairen. They had previously notified him that they were forwarding his effects since he would not be allowed to return to Makden. It is important to emphasise outrageous insults such as these, as well as the looting of other officials' houses and the arsenal which have been and are occur rlog."

Chinese official quarters point out that as-most members of the Government are at Shanghai it may be impossible for Dr. Sze to receive a reply at Geneve this evening, 11 considered necessary first to hold a full Government meeting at Nanking,

In view of the intransigeant attitude of the Japanese delega tion, there is much speculation in League circles regarding the outcome of to-day's Council meeting.

The draft resolution requires a unanimous vote in order to. become effective, consequently. If the Japanese delegate objects, ax is expected, the resolution may have to undergo such pruning that there will be little left beyond a decision to reconsider the maiter on November 16, unless the Council is reconvened eäriler.

The Council meeting was postponed at 6.15 p.m. today, owing to Dr. Alfred Sze not yet having received instructions,

A special meeting of the Foreign Affairs' Committee wiff be held to-morrow morning to discuss Dr. Sze's latest reports, which were received late this afternoon.

The only comment at present available concerns Japan's meni tion of China's "treaty commitments." for which a closer defin tion is desired, as it is pointed out that Mancrurian authorities from time to time have signed a number of agreements with the Japanese, many of which are unknown, not recognised and unre- cognisable by the Chinese Government.
