Most So niide

Plant.

To render such a water potable requires a carefully and specially designed plant, modern and selen tido methods and, most important of all, constant vigilance. Although the Shanghai Waterworks Co. is not only the largest but the oldest of the modern water undertakings in China, experience gained in the last fifty youre has not been alone relied upon; the company's policy has been to engage highly trained men and to give them opportunities for in- vestigating the methods adopted in Europe, America and. in India. The directors have from time to time obtained advice from leading Euro- poan and American engineers, and it is claimed that as 'n result of this policy, the company's plant and netfiods represent the most scientiae adaptable to Shanghai's peculiar conditions. In the original plant water was allowed to settlo:"

naturally, and the partially clarified

water decanted and then filtered.

Increasing demand and increasing land costs rendered the adaption of congulation and of continuous settle-

ment necessary. Various coagulants have been and are being experiment- ed with, that now used, being sulphate of alumina.

The Sedimentation Tanka.

The sedimentation tanks are the result of large-scale experiments by the company's engineers, who have also evolved novel methods of re- moving the mud deposited. After sedimentation the water is filtered either through open sand-beds or by rapid gravity filters evolved and designed by the company's, staff, which filter at Sfty times the rate of the older type, and are cleaned by washing in a reverse direction with altered water. To relieve the lond on these filters the water is trated with a small dose of chlorine And a second dose is added before the water is pumped to the com pany's consumers. These purifica tion methods result in a reduction in the number of bacteria.

between themselves to have what Sir Arthur calla "a good gam ble," why should they not do so? Whom do they hurt or annoy is IT prefer to spend £5 in buying tickets in a restaurant dinner or theatro stalls, on what ground am I to bo blamed or preventail!

But

I am not thinking "of the uned" guid, who regard all playing with chance as the devil's work. there are serious moralists who de clare that He becomes an enervat ing dream of imaginary wealth for those who buy tickets in stroops.

To be sure, if a man does nothing else but buy sweep, tickets he may become demoralised, but that is because he has lost all sense of pro- portion, and is, in fact, mad, and de lunatico non curat ler. But a moderate indulgence in day-dreams is a charming and harmless occupa tion.

Castles in Spain.

It would be hard, indeed, if our

drab and dreary lives might not be lighted by an occasional castle in Spain. And if a portion of the So

handed over to hospitals, is it not

wholly to the good?

I remember writing some fifteen years ago that the great voluntary hospitals were drifting towards the ratos. The late Lord Knutsford an grily denied this and he was right then. If he were alive today and repeated his denial would he be right

The issue of premium bonds with a State guarantee of 2 per cent. interest and periodical drawing of prizes would result in the receipt of hundreds of millions of pounds by: which in a few years the National Debt would be literally paid off. I will never be done, because it is not "serious finance," and the tyranny of serious stupidity over common sorso is incredible, except to those who have experienced it.
