GENEVA, September 23. The following appeal was addressed to China and Japan by Señor Lérronx, President of the Council: "I have the honour, ta bring to your notice that at today's sitting the Connell decided to address an urgent appeal to the Governments of China and Japan to abstain from, any action of a nature to aggravate, the situation or prejudice the paelic settlement of the problem 1 am Armly convinced that neither Government will do anything to aggravate the situation.***

TEXT OF TELEGRAM.
The following is the text of the telegram sent by Señor. Lerrbux to the Chinese and Japanese Governments:
"I have the honour to inform you that at a meeting to-day devoted to the Chinese Government's appeal, under Article XI. of the Covenant of the League of Nations, in connection with the situation in Manchuria the Council of the League of Nations has upanimously authorised me (1) to address an urgent appeal to the Governments of China and Japan to refrain from any act which may aggravate the situation, or to impede the peaceful settlement of the problem; (2) to endeavour in consultation with the Chi nese and Japanese representatives to and adequate means enabling the two countries to withdraw their troops forthwith without the safety of their nationals and their property being endanger. ed; (3) the Council has further decided to forward the minutes. of all the meetings of the Council and documents relating to this question to the Government of the United States of America for its information,
"I am firmly convinced in response to the appeal which the Council has authorised me to make to you that your Government will take all possible stops to prevent the commission of any act. which may aggravate the situation or impede a peaceful settic- ment of the problem. I am about to begin the consultations con templated with the Chinese and Japanese representatives. For these consultations I have obtained the assistance of the repre- sentatives of Germany, Britain, France and Italy.**
The message is signed by "Señor Lerroux, Minister of Foreign Affairs (Spain) and President in office of the Council of the League of Nations:"

He emphasised that Japan under treaty was entitled to maintain 10,600 men in Manchuria, whereas at present she only had 14,000. A further message from Mukden states it appears certain that Chengchiatun has been occupied and that Japanese detachments are marching on Tungliao and Taonan.

It is authoritatively learned that a statement of the Japanese attitude regarding the Manchuring situation has been drafted by Mr. Shidehara and is now being considered. It is hoped it will be ready for publication within a day or two, when a copy will be sent to Godeva.
THIRD PARTÝ INTERVENTION NOT WANTED. In the meantime the Government is considering the League's communication, to which it is expected a reply will be made shortly intimating 'Japan's readiness to withdraw her troops to the rallway zone, where she is entitled under treaty rights, bat emphasizing the necessity of negotiating with China without Inter- reation by a third party regarding guarantees for peace and order and the safety of Japanese lives and property.
