BUDGET PROPOSALS.
LARGE ECONOMIES ESSENTIAL HEAVY INCREASES IN TAXATION NECESSARY.
UNEMPLOYMENT DOLE CUT BY TEN PER CENT.
In the House of Commons on Thursday afternoon the Chan cellor of the Exchequer, Mr. Philip Snowden, opened the supple mentary budget, embodying the proposals of the National Governe ment for dealing with the financial emergency. The floor and galleries of the House were crowded when Mr. Snowden rose to perform, what he described as "One of the most disagreeable tasks which had ever fallen to his lot.",

The new taxes include: 6d, on the lucome Tax (making it In the £1), 1d, per plut on beer, 8d.. per lb, on tobacco, and a higher scale of Entertainment Tax.
PRIME MINISTER MOVES SECOND READING'
ECONOMY BILL.
The Prime Minister in moving the second reading of the National Economy Bit in the House of Commons, this morning, sald, the general policy of the Government had received the sanc tion of the House and they were now setting their hands to details. Emergency had been allayed for the time being, but the financial position was to be made sound as well as the Budget balanced. While new resources were being put into the Treasury,"
the Bill before the economy must also be made effective and t House giving Government the power to issue the necessary Orders in Council constituted a procedure as drastic as the savings which were being effected. The schedule la the Bill dealt with departments which would be affected by these Orders in Council, Figures, of the scheme worked out as follows: Seventy million pounds, had to be found by economies; eighty millions by taxa. tion, of which afty-seven millions, considerably more than half, had to be found by direct taxation and twenty millions was the pro vision made, as regarded the sinking fund. Then in the back ground, not estimated as yet, was to be the conversion scheme, which will be launched at the very earliest opportunity, which would effect considerable savings.
EX-MINISTERS' RESPONSIBILITIES.
Continuing, the Premier said that when the new Government came in they were greatly aided by work done by thels predeces sors, who had proposed a cut, not of seventy million pounds, but of fifty-áix ̧millions. He understood the Opposition Intended to fight the present Government's programme right through, but he must emphasize they were carrying through the policy which had actually been begun by the previous Government, before their resignation.
The Premier concluded by saying that ex-Ministers, now in Opposition, could not remain free of the responsibility for a large proportion of the drastic cuts which had been introduced, and pro.. ceeded to dent in detail with departmental economies.
"He said he would never have proposed the procedure of Orders in Council if speed had not been most imperative to deal with the situation.
He also informed, the House that the Cardington airship station and mooring masts at various parts of the Empire would be placed on a care maintenance basis, and, that the sole British airship 1.100 would be disposed of.
