As long as the Powers insist upon applying a principle in Asia that they discarded at Versailles in dr- der to bring peace and security to Europe, the wars of China will con-

tinue to menace the stability of the world. If the application of the principle of self-determination was

deemed essential to the peace of one continent, it should be extend- ed to assure peace in another con tinent. You can't apply one prin- ciple in one part of the world and another In another part, and get away with it.

Remedy?

Many remedies have been sug gested to restore internal pence, in China but all have been rejected by the Chinese themselves, who insist upon the right, to solve their pro blems in their own way. They re fuse to compromise, to compound. their difficulties, to get together and unite. Every year some fines tion breaks away from the Central authority and proclaims its inde pendence, notifying foreign gov ernments that it will not recognize any treaty, loan oy engagement contracted with the recognized gay- ernment. The wars go on. Mil- lions" of people are sacrificed. The country is impoverished to feed the armics and pay the huge hills for imported munitions. Problems of grave international import are ell, gendered. A neighboring natión, reling mainly upon China for its raw materiala and as a market for its manufactured products is being economically strangled and brought face to face with industrial disas ter. Her treaty rights and inter ests in Manchuria her strategic and economic security are placed in jeopardy by the slow, steady re lentless force of Soviet attrition on China's outlying territories Nan- king cannot discharge its treaty ob ligations in a territory over which it exercises no control. In the last analysis, Japan must look to the Manchurian authorities for guar antors that Nanking is powerless to extead.
