DEMAND FOR PERMISSION TO RETURN FROM EXILE.

Madrid, July 31.-A vigorous protest against his expulsion from Spain in June is made by Uardinal Segura, Primate of Spain, in a pastoral letter issued from his placo E exilo France. He declares he hnd the Pope's permission to return and he now demands to be allowed to return immediately.
