OVERCROWDED!

OUR prison population, according to the report of the Superintendent of Prisons, amounts to about one in every thousand inhabitants of the Colony. That shows us to be very law-abiding, for a big propor- tion of these offenders are mere passers through; in fact only six per cent, are British subjects. There were no more than 256 convicts and 1,175 persons doing short terms for trivial offences on December 31st, 1930, and a glance at the re cord of offences indicates great alertness on the, part of the police rather than ́eriminal prediliutious on the part of the people. Of the 3,200 persons who accepted His Majesty'e bospitality, 554, had broken the opium ordinances; 80 had offended against our admirable laws regard. ing gaming, 018 were recalcitrant hawkers, 101 had broken the liquor liccusing laws and quite a large proportion of other crimes wer of a mischievous and reprehensible, rather than a criminal nature. There is no suggestion that the' Magistrates are harsh in their zentences. The law has to be up- held, and every allowance is made for persons who do not understand our British ideas. of proper be- haviour and have offended unwit- tingly. The number of convicts has stendily decreased, from 400 in 1926 to 250, the lowest record since 1921, when the figure was 231," for a population half what it is cetimated too at present.

Official reports, whether ther: be of schools, re-brigades, hospitals or prisons, follow set lines and show the institution in question" to bo a model of its kind Every school, we all know, has n high moral tone, and very head teaclicr is supported by a loyal and efficient staff. No prison governor has ever claimed a high moral tone for the institution which he rules, but in the report before a certain passages have familiar ring. For examplo:
