Reports from Berlin state that outwardly there was little 'cxcitement yesterday. The urgency of immediate assistance for Germany is, however, fully recognised here and fresh hopes have been raised by the prospect of interviews in Paris and Berlin by the Foreign Secretary, Mr, A., Henderson.

However passionately french public opinion may be attached to a guarantee, more far-sighted members of the Government must be asking themselves whether attempts to extort political concessions from Doctor Bruening in return for financial help, even if it were momentarily successful, would not in long run defent its own ends because repercussions on German public opinion would almost inevitably render the position of thọ, Chancellor untenable."

FRANCO-GERMAN UNDERSTANDING NECESSARY.

The Manchester Guardian, which is also hopeful of favourable results of the Henderson and Stimson visit, and of the report that Signor Grandi is taking part in the negotiations, is severely critical of France whose terms it says are not financial considera tjons dictated by prudence, but political advantages promoted by selfishness. The effect, of her policy would be to make Germany not a better but a worse neighbour,”
