TOKYO, June 23. The Cabinet this morning discuSI- ed the Hoover proposal, and, it is understood, virtually agreed to accept the proposal a as soon as formally approached.

The prompt acceptance by Bri- tain of Fresident Hoover's offer is warmly approved by newspapers. The Manchester Guardian tears that the full value of Pres. Hoover's proposal would be sacrificed if France refuses to suspend the un- conditional payments and insists on a guarantee that the Young Plan will not eventually be altered. « The eventual value "f the pro- posal lies in the possibility that it "will lead to a comparative remission

of war debts and reparations."

The Daily News recognises that on paper France appears to stand to lose more than any country ex cept América.

France, however, has to choose, not between the America moratorium and, the posi tion as it is, but between the American moratorium and the Ger- man moratorium, which means be- yond all question the end of any payments at all. There is no doubt which course is desirable in gen-
