FRASER & CO.'S REPORT.
Messrs. Fraser & Co.'s Singapore share circular dated May 20; states: A statement on the Tin position was issued to-day by the F. M.S. Government in support of the Inter. national Committee's recommenda tion to increass restriction. The communiqué entirely contradicts the idea which existed in certain quar- ters that the Government entered into the Scheme without the fullest consideration at Malaya's interesis and adds that the further cut of 20,000 tons is absolutely necessary in' view of the estimated production on the present basis of 150,000 tonn "against an estimated consumption for 1031 of 130,000 tons. A further announcement regarding the in- creased quota will shortly be made.

Granting this, and taking into consideration what a hotch-hotch of typos they have to deal with, one certainly gets the impression that the Legion, so far at any rate as Sidi is concerned, is ʼn much-malign ed body. "A hotel-potch it certainly is. The great majority, from co per cent. to 80 per cent, are Germans, but there is a significantly growing Proportion of French (calling them- selves. Swiss or Belgian), a fair sprinkling of Russians, Americans and Negroes; and, while there, are few (if any) disguised princes or broken-down peers, there are un deniably a vast number of men who would pot precisely welcome a cross examination on their past.
"On Mrs. Phibbs's story, which I accept as being accurate, they discussed various opinions on free love which appear to have boon held in an advanced form by the hus band.

"Having condoned his wife's offence, he put his doctrines into most gonorous practice, as far as can be seen, and. took first onu mistress and then another.
"Mrs. Phibbs seems to have bandened this doctrine, and come to the conclusion that it was not quite so attractive as she had" at first imagined.
France asks no questions, but proceeds with iron discipline to weld this variegated collection into kind of new nation, owning no loyalty and no patriotism save: to the Legion and the Legion tradition, And it is a tradition to be proud of, as one. realises when one listene to the magnificent band; sees the meticulous turn-out (though the British soldier could teach them a In 1913-14 the Government and thing or two about the care of lea local authorities took between them ther) above all, when one enters one-ninth of the national income the Salle d'Honneur, the museum of and in 1029-30 two-ninths.
