YEAR'S EVENTS IN MALAYA.
COL, RAE'S ADDRESS;
NO COUNTRY SO SOLVENT AS THE F.M.S.
'
The Hon. Col. Cecil Rno, the chairman, presided at the annus! general meeting, of the F.M.S. Chamber of Commerce, which was, held in Ipoh this year.
After the usual formalities the chairman said:
The past year has brought the commerce of the whole, world face to face with the most stupendous financial crisis that it has ever, had to deal with.
Malaya has had its share in this world catastrophe, and I think I may safely say that our merchants and financiers have at least held their own in a way that does them wry considerable credit and in our small way we can hold up Our leads with satisfaction, and rejoice that our store of common senso has been sufficient to prevent anything |
a national panic. And in these remarks I would ke to include the responsible `offi. cera of the F.3.8. Government, who have throughout these very trying times kept a grip on the finance of the country that canno> fail to compel admiration from anyone who takes, the trouble to acquaint himself with the facts of our national financial position.

The Speculator,
One of the things to be remem
at something like $500,000,000 ntbered in regard to the financing of anlutely free of debt and paid for most raw materials is that instend out of revenue? And the position of there boing two factors, i... the in regard to the railway is also buyer and the seller, there aro je, true of our other public utilities.

mind my This, I think, you will agree is a
the third factor is by far wonderful position for a country
main- the most important in to be in.
There is a lot to be said both for and against the policy of paying for these things out of revenue- but there is no doubt, in times such as we are passing through, the ad. vocate of the system of "only build- ing what you are able to pay cash for is in a much more comfor table position than is the fellow who has followed the policy of bor rowing for the purpose of build- ing what are glibly called "per; manont and reproductive works,” in times of stress, such as we are now in the midst of the works steadily refuse to produce anything except a deficit, and the most par manent thing about them is the an. nually recurring bill for interest, which, alas, has only too often to be paid not by the work for which the debt was incurred but by the imposition of fresh faxation on sa already overburdened community. If you want an illustration of this type of finance you have before you the Inmontable financial chaos that exists at the, aroment in the Com- inonwealth of Australia-and `to- wards which, I am afraid, the mo- ther country herself is rapidly tend. ing.
Freedom from Troubles, And again let us consider what a fortunate position we are in with regard to unemployment and what are known as the social aorviers of Government. Why, in ons week Great Britain pays out, under this heading alone, more than, our total revenue for a month.
Our freedom from troubles auch as that of the dole in England is rendered possible by the fact that we have at our doors, the great labour reservoirs of China and In- dia. And we are in the happy posi- tion of having a reticulation sys- tom for labour which can, as de mand rises or falls, be caused to Bow in either direction.
I have mentioned these few items in order to draw your attention to the fact that this country of ours has lots of advantages over other parts of the world-of which ad vantages we are only too. liable to lose sight when we are feeling rather overwhelmed by our immo- dinte personal troubles.
ing a stable market. The factor I refer to is the speculator.
The speculator acts in the fion- cial world much in the same way, as what is known as a food re- servoir" nets in the case of river engineering the iden being that the flood waters, instead of being allowed to carry destruction over the lowlying portions of a river's course, are impounded and only re leased in such quantities that good rather than evil will ensue from their onward passage to the sen.
At the present time, however, this financial flood reservoir has ceased to function for the speculative fac tor has practically ceased to exist in the markets of the world. Why this sudden lack of the speculative spirit has taken place is hard to explain-except to say that it is one of those curious manifestations of mob psychology that has swept over the world, much in the same way that Spanish influenza did.
The Future.
There is a fear that has taken hold of thinking mon and yet, in most cases if you asked them what they are afraid of they probably would not be able to put it into words. Subconsciously it is pro- bably a fear of what the future holds in store-not only the finan cial future, but even more urgent- ly the social future of the world.
Is the direction of the world, to continue under the guidance of Enne government administration by those whose brain capacity entitles. them to direct affairs? Or is this civilisation of curs making ita last frantic stand against the man with the partly developed brain whose any iden is destruction!
Then ideas may seem rather far- fetched in this orderly and well- balanced country of ours, but, ho- lieve me, they are very real to the "intelectual living in middle Europe and they are not absent from the minds of some of our American cousins who are capable of seeing things as they are in that land of alleged freedom.
I do not suggest that what I have just said is what the average opera- tor in speculativo markets would well established Firm, good
