The Editor of the Shangha! Evening Post prints an open. letter to Mr. H, L. Stimson, U.S. Secretary of State; in which he declares that after six months the National Government has been unable or unwilling to effect the release of Mesara. Nelson and Tvedt, that no effective effort has been made by the National Government to exterminate the brigands or to bring them to justice, and that repeated protests from the United States officials had been ineffectual or had been ignored.

The Editor then declares that it is the solemn and considered opinion of many American nationals in China that continued friendly negotiations between Amorica and China are a national disgrace.

(Reuter's correspondent at Hanków telegraphed yesterday that the Rev. K. N. Tvedt had been released and that he was expected to arrive at Hankow last evening.]
