·SHANGHAI, Mar. 15. Mr. T. V. Soong's annual report for the fiscal year ended June 30; 1930, states that the Government's expenditure was split up as for lows:-

The deficit on the year WA $104,000,000, and it will be larger this year, but the outlook is hope- ful.

Budgetary equilibrium will be attained during 1932 by means of lightening the debt payments and military expenses.

*Mr. Soong goes on to say that budgetary equilibrium will not be enough, as the present civil expen diture provides only for a barc

minimum of oxistence.

Ho pleads for the co-ordination of the many projected enterprises of various branches of the Govern- ment, so as to rigidly map out essential ends for a given number of years.

Regarding silver, Mr. Soeng says that the National Government is ready to co-operate with other countries, in any practicable mea sures to rehabilitate the value of silver.
