After describing the method of fogging in our prisons, Mr. Benson said that during the last forty or fifty years an enormous improve anent had taken place. The medical Poffers of prisons had done their best, and had succeeded in doing away with a large amount of the appalling brutality, that at one time accompanied fogging, but a great deal remained to be done. No one aust imagine that flogging was a mild punishment. The fact that the doctor, thought it necessary to in- troduce so many safeguards was proof enough of its severity. The doctors had been trying to humanise what was inhumarie.

"England is now virtually, the only civilised country that retains flogging as a punishment for crime, said Mr. Philip Morrell. "Continental nations are without it, and only two unimportant States in the United States of America have retained it. I refuse to believe," he said, "that English nature is so bad that it is impos- sible to run this country without this barbarous punishment. In my judgment the case against flogging is that it is barbarous one of the most ancient forms of torture,—' cruel, degrading, and unnecessary, It is almoab worse for those ad ministering it than for the victims.”.

These were robbery with violence, procuration, living on the Immoral earnings of a woman, violence to a warder, and killing a horse without a knacker's licence. It was true that there had been an extraordinary, decrease in the number of crimes with violence since the passing of the Flogging Act, but as a similar decrease was seen in Scotland where flogging was not permitted, it seemed that the decrease in these crimes was due to other causES
