UNOFFICIALS ASK MANY QUESTIONS.

EXCHANGE ON STERLING SALARIES.

CURRENCY ISSUES AGAIN RAISED.

Members of the Finance Com- mittee had many questions to ask the Colonial Secretary when they met yesterday to consider twenty eight items of expenditure totalling 834,750. In addition to questions on the diet of prisoners and general administration of the gaol, reported elsewhere, questions were asked re garding the exchange on sterling

salaries.

It was stated that the Secretary of State had not yet approved the spheme whereby Civil Servante on sterling salarica would be paid half their salaries at 1/6 and half at the current rate of exchange.

The Hon. Mr. Braga once again urged the employment of local men in posts which are at present filled by officers who have to be given language study allowances.

The Chairman: I can give you en me information but I do not think we can give the full parti culars. We can give them as far as they are made up. Revenue is increasing rapidly.

Hon, Mr. Kotowall: I think the public will be interested to know how the income compares with the expenditure.

The Chairman: I think I can give you some figures later.

The Chairman: I think so. The vote was approved.

Language Study

Allowances.

Item 163, Miscellaneous Services, Language Study Allowance 81,950.

Hon. Mr. Braga: Will you be no kind as to state what are the grades of officers receiving language allow ancest

The Chairman: The rule reads this way: European Police Officers, Sanitary Inspectors, Fire Brigada Officers, Supreme Court Bailiffs, Land Bailiffs, Inspectors of Juvenile Labour, Revenue Officers, Banding. Officers, Chief Junk Inspector and Subordinato European Officers.

Hon Mr. Braga: So that prac tically overy grade of officer ri ceives an allowance for the Chinese language. The point I would like to make is that a great deal of economy might be effected in the interests of the Colony, where & greater number of men could be obtained locally for doing the class of work that is now done by officers who have to be employed and are given these allowances for the study of the Chinetè labgange. In reply to a question I raised in con- lection with the Budget, I think His Excelleney, made a statement that this question of employing more local bands was being gone into. I think it would be an ad- vantage' to this Committee if some Insurance could be obtained from you, sir, that a very string endca- vour is being made to substitute these officers by men who can ba casily and economically engaged, Focally
