LAWLESSNESS NEAR CANTON.
WHAMPOA KIDNAPPING CASES REPORTED.
(FROM OUR OWN CORRESPONDENT.].
CANTON, Dec. 12, Bunditry and lawlessness appear to be rife in the vicinity of Can ton, notwithstanding the precau- tionary measures adopted by the "Man Tuan," or people's militia, in co-operation with the local au thorities.
Two more cases of kidnapping have been reported from Whampon, I miles ont of Canton city, in which farmera and boatmen were involved. A family of the floating population, while rowing their sam-
