British Commodore of Chinese Navy,

Captain Baillie Grohman has been selected as first head of the Mission. He will assume the rank of Commodore in the Chinese Navy and will proceed to China early in 1931 to arrange preliminaries with Vice-Admiral Chen, Vio-Minister of the Navy at Nanking.
