CANTON, Dec. 2. The Government cemens factory at Sai Tsoon, in the western suburb ol Canton, the construction of which was started over two years ago, is expected to be ready for operation in March next.

Mr. W. W. Hornell, read a most learned, interesting and fanciful paper to the English Association yesterday evening when it met at the Cathedral Hall under the chair- manship of the Hon. Dr. R. H Kotowall, C.M.G. Mr. Hornell dis tilled for his audience the very essence of poetry, and his address sparkled with genus called from the greatest of poetic masterpieces.
