RESTRICTIVE LEGISLATION.

The Foreign Office in "London recently issued a White Paper con- taining a summary of certain legislation regarding religion, in force in the Union of Soviet Socialist Republics." The documents are in the main well-known ones.

They begin with the decree of February 1918, prohibiting re- ligious teaching in schools and laying it down that churches and religious societies may not own property, which was declared to be the property of the people.

This is followed by the law pro hibiting ministers of religion, mid dlemen,

people employing the labour of others, and other classes from voting or being elected to the Sovicts.
