Recently the rumours have be- come to rife and numerous that it is well nigh impossible to explain away everyone of them,"

Bahadur Sapru and Mr. Jayakar trace the course of the abortive negotiations between the Viceroy and the gaoled Congress leaders.

The genesis was an interview at Bombay which Motilal Nehru gave on June 20 to Mr. George Slocombe, special correspondent of the London Daily Herald, as a result of which Mr. Slocombe drafted terms with which Motilal Nehru agreed

The terms were that if the Im perial Government was able to give a `privato assurance that is would support the demand for a full and responsible Government of India, subject to mutual adjust. ments and terms of transfer, then Motilal Nehru would undertake to convoy such an assurance to Gandhi and Jawalarlal Nehru.

The crowd poured into Govern- ment House and tore down Presi dent Irigoyen's portrait (which was publicly burnt in the squard later), and ransacked the Govern- ment offices.

Meanwhile, the police had fired at the revolutionaries, who replied with machine-guna.
