PEIPING, Sept. 3. Ye Hai Shan has wired to the Plenary Session of the Central Executive Committee accepting the Chairmanship of the State Council, despite his lack of ability and knowledge," in view of the need for prosecuting the war against Chiang Kai. Shek.

Yen Hsi Shau is expected at Fei- ping shortly, when the first meet- ing of the State Council will be held, at which the names of Cabine Ministers will be approved, after which they will be gazetted."

The Council will meet in the former Cabinet Office, which is at "present used by the Hopei Frovin- cial Assembly. The latter will move to Tientsin or Paotingłu.

A mandate will shortly be issued, cancelling the name of Peiping and. restoring the old title of the capital, Peking.
