Commission.
The Report expresses the opinion that the Arab outbreak was partly intended to resist the British policy in carrying on the Mandate, and it also expresses the opinion that lack of insight by the administra tion and the absence of proper pre- parations owing to inadequate forces were largely responsible for the loss of many lives..
