The success of this plan rests entirely on whether the Chinese re- presentatives truly represent the Chinese ratepayers, are truly elect- ed by them, and, being elected, have only the best interests of the Settlement at heart.

Why the Distinction ?

This Settlement is administered by a Municipal Council consisting of five foreign and three Chinese members
