"INSOLENCE WHICH I WILL FIGHT.”

DEMAND TO BE CONSULTED ON CABINET APPOINTMENTS..

Mr. Baldwin, leader of the Con servative Party, met the Conser, vative members of Parliament and Parliamentary candidates his

front line troops, as they have been called at a specially convened meeting in London on June 24, and made what will probably be regard ed as the most forceful speech of his career. "I take up the chal lenge," he declared, and I call the bluff."

The challenge, of course, is that of Lord Rothermere and of Lord Beaverbrook, who is now openly running, and being run, as a candi date for the leadership of the party because Mr. Baldwin will not accept taxation of food as a" policy for the next election.

The Referendum.

Who proposed the referendum Not 1. It was Lord Beaverbrook. and I accepted it as a piece of machinery to secure the unity of the party, and because it seemed to me that in this case the longer wag round was the shortest way home.

Lord Beaverbrook and his ally have now changed their minds, and denounce me because I haven't. Great" parties cannot swing to and fra from week to week without losing all credit and all confidence in the country.

Dictation.

The British Press; taken as a whole, is the best, fairest, and cleanest in the world. But there are exceptions. Lord Beaverbrook has appealed to avoid personalities. But could anything be more comical than his Lordship After what has happened such an appeal will not deceive a soul

Points From the Speech. Points from Mr. Baldwin's speech

are-

I do not agree there is a crisis in the party, but there will be a crisis if you cannot make up your

minds what you are going to do I have made up my mind, but you bave got to make up yours.

We have a policy. The only vacillation that has taken place has been amongst those whom some of you would consider to be our

allies.

P

We stand, as we always have done, for a close economic unity of the Empire. That policy may, and probably will involve before it is completed what are generally known as food taxes. The division of opinion is only on whether it is politic to ask the electorate to give their vote on this question until they know what advantages they are

"I all the Bluff!"

The challenge has been issued, We are told the gloves are off.. If they are we shall see, who has got

the dirty hands.

I accept the challenge and I call the bluff...

If you take these attempts lying down you will be the laughing-Lock of the country. I am all for peace but when I fight I go on to the

end.

Lord Beaverbrook sent an emis- sary to me in March to tell me that in the event of our becoming allies he desired to be consulted as to certain officers in the Gover- ment. Lord Rothermere wrote to a Conservative M.P. stating that the price of his support was to be completely satisfied with the names of at least eight or ten of my most

Cabinet:

A more preposterous and insolent demand was never made. I re pudiate it with contempt, and I will fght that attempt at domination to the end.

Political Blackmail.

The speeches which followed were hardly less forceful than Mr. Bald win's. Sir Gervais Rentoul, who moved what was in effect a vote of confidence in Mr. Baldwin, de clared that the fight was more than

party fight-it was a fight for

I the nation's political freedom. the Conservative party yielded to this political blackmail it would be damned. Lady Ivengh" caustically declared that it was unnecessary tor her to avail herself of the five weeks

Even Sir H. Page Croft, who seconded an amendment to drop the referendum, was emphatic în declar- ing that we must be masters in our own house and cannot tolerate dictation." but he found some ex- euse for Lord Beaverbrook, who had been driven to exasperation by the halting and apologetic literature of the Conservative Cen- tral Office. He also blamed Lord Salisbitry, leader of the Conserva- tives in the House of Lords, for pouring ridicule on Lord Beaver brook's campaign and so causing the first rift in the concordat with" Mr. Baldwin,

Lord Rothermere on June 2 gave to the Press Association the follow- ing reply to a statement in Mr. Baldwin's speech:-

1

With reference to the criticisms' passed by Mr. Baldwin upon letter from me to Mr. P. J. Hannon, M.P.. I maintain most firmly that la political leader to-day, and certainly a Conservative. leader, should publicly state in the course of an election which of his colleagues

It is a ridiculous suggestion to imply, as Mr. Baldwin did, that this was an attempt by me to dominate the choice of the Conservative Cabinet. The electorate have the right to know when they go to the polls not only who will be the Prime Minister, but what Ministers are going to occupy certain key positions if the party for which they are voting is returned to power..

"This safeguard is particularly necessary in the case of Mr. Bald. win, who has made more blanders with regard to all-important ap pointments than any British Prime Minister in history."
