BRITISH SHIPS NOT OVER-LOADED,

RESULT OF RECENT INQUIRY.

INTERNATIONAL LOAD-LINE ENFORCEMENT NEEDED.

there recently appeared the follow- ing articles on the overloading of ships, written by Sir Archibald Hurd, managing editor of that journal:-

cordingly British ships have been built to be worked to the best ad- vantage on that basis."

The statements which were made some time ago as to British shipa being frequently overloaded, to the danger of the lives of the officers and men, has led to a very scarch- ing inquiry, undertaken by the shipowners themselves. They were satisfied that, in their own interests, the truth of these allegations had to be exposed, for if such practices were common it meant. that some shipowners, by ignoring the law, were gaining no mean advantage The over those who obeyed it. larger the cargo carried the greater the profit, the unfortunate under- writer bearing the loss in case of disaster. So the Merchant Ship ping Advisory Committee set out to discover the facts. The report which has been prepared is a re- markable document, and it is re- assuring, since it shows that the evil, even in foreign ships, is not as general as was stated, and that British shipownert generally have too rauch regard to their own in- terests, as well as the lives of their crews, to attempt to break the law. As a result of the agitation of Mr. Samuel Plimsoll in the 'Seren ties, it has for many years been an offence to load British ships below what is known as the Plimsoll line," and Government inspectors are always on the look-out at the large ports in the British Isles to see that the law is obeyed, while from time to time they visit the smaller ports for the same pur рове.

|

Another thing to be noted is that the ships which overloaded have not been passenger vessels, but tramps. Fifty of the total re ported as ove baded were under 500 tons. Of these the larger num ber were vessel of about 200 to 350 tons. Apart from them, there were seven vessels of between 500 and 1,000 tons, three of between 1,000 and 1,500 tons, and seven of 1,000 tona and over, of which two vessels of about 8,000 tons were reported the for overloading coal from United States during the coal stoppage, whe coal had to be raced across to Atlantic. Indeed, for the most part, overloading was confined to ships carrying coal; most of the other's had timber cargoes.

An International Agreement. Though the result of this inquiry is consolatory, British shipowners, conscious of their responsibiltiea, are not satisfied with the present ennditions. In their view loading is bad business-an attempt to gain an unfair advantage over those who respect the lat apart from the danger to life which may be involved. Their hope is to acc overloading made impossible by international agreement, uniformly and strictly enforced. all the ports of the world, large and small. it will not be sufficient if an inter- national loadline is adopted, as there is reason to, believe it will be adopted in no long time, for shipping opinion, throughout the In order to check the conclusions world supports such action, Ast based on these statistics, an ex- the committee remark," an inter- amination was made of the ship national loadline is the essential casualty returns. the assumption primary step in the establishment being that the official inquiry which of any effective worldwide meatures takes place whenever a vessel is for the prevention of overloading." last at sea would reveal any great and an international agreement on abuse of the logdline.. The Ocial Records, What has this investigation re- vealed? In the first place, the official records have shown that in three years to the end of 1928 over- loading in the ports of the British Isles was reported in the case of British ships in 16 instances out of about 229,000 voyages in foreign trade, and in 23 instances out of about 260,000 voyages in the coast- ing trade. In other words, over- loading of British ships in these ports was reported once in 14,000 voyages in the foreign trade, and once in 11,000 voyages in the coast ing trade of this country. So far
