A man described as a landlord and three detectives employed by the Shanghai Municipal Police were charged before Judge Kuh in the Shanghai Special District Court last week with unlawfully attempting to extort $950 from Wu Zang Kyi, ai sand merchant, and further with de- priying him of his freedom.

Counsel in the case were Messrs. R. S. W. Winter, for the Police; Mr. Tze Ling, for complainant; Mr. Kuh Zau Chi, for the three de- tectives; and Y, T. Van, who assist. ed. Mr. Kul in defending one of the detectives,

According to the C. Daily News, the case was the outcome of a quarrel in a Foochow Road tea- shop in which two men had an argument over $1,000. Complainant

had done so, the three. detectives came in and told him he was want- ed on a charge of abduction, which he strongly denied. Complainant was taken to Central Police Station and the charge was changed to one of pocket-picking. After being de- tained for a while, the detectives took bim into a small room and told him that he would be reicased if he gave a dinner. Later, he was released. At the request of the landlord, complainant handed this man 3100 in notes and a cheque for $150 to be distributed among the detectivea." The landlord was ar- rested with these notes in his possession after complainant had reported to the police, but the de-.) tectives apparently found out that a report had been made of the matter. so they refused to take the money when it was offered to them by the landlord,

Slapped About the Face.

Mr. Tze Ling anid that complain. ant had been slapped about the 'face by the detectives as be was taken to the station. The first accused was the middleman in the transaction and be got into touch with complainant and told him to pay the detectives $950 to settle the matter. This was paid.

Complainant deposed that he was sand merchant and lived in Chapei. Giving his version of the events following his arrest, he said that the detectives took him into,

small room and threatened to torture him if he did not give them assistance. He saw the first nc- cused, the landlord, come and talk to the detectives; after which hel approached him (complainant) and told him the detectives wanted 2500 to release him. It was ar- ranged to pay 250... He paid the money in marked notes after his release and reported the matter to headquartera, giving a sample of the marked notes.

The first accused said that he was related to complainant (which the latter denied) and he only tried) to bring about his release. He. said the detectives refused to ac- cept the money when he offered it; to them and complainant, refused, to take it back when he tried to give it back.

The detectives gave more or less) similar versions, denying the charges. They learned that com- plainant was an offender wanted in connection with certain cases they bad hrrested him. When they learned that there was no evidence against him, they released him. There was no suggestion of any monetary payments.

The landlord was sent to prison for six months and the detectives received two years and six months, plus a fine of $500, each. They were deprived of their fcivil rights for ten years..
