Apart from tobacco and luxury taxes, the Government should take into consideration the question of imposing a double stamp-duty on transfers of property. This will act as an effective deterrent against the vagaries of heartless speculators in property.

The extra burden will have to be horne mainly by the Chinese community. Finally, the grant of a 40 year franchise is 'without legal ground. The spirit of such a measure is evidently con trary to the policy of Government ownership of public utilities. The acquisition of the telephone enter- prises in the Tientsin and Hankow Concessions is a clear expression of this principle. Such a policy must Le carried out because Government enterprise takes into concern the welfare of the.community while private ownership aims at the mak- ing of profit.

HENCEFORTH PAID IN GOLD.
Nasking, June 15. It is learned at the Ministry of Foreign Affairs that in view of the unfavourable exchange rate of silver, the monthly appropriations for the Govern meat's Legations abroad will hence- forth he remitted in gold beginning from the month of June. Previous to the silver alump, it is stated, the various Chinese diplomatic officials abroad received their salaries and expenses in silver dollars. But with the continual rise in the value of gold, the remittances have dwindled Bn considerably that it has axed' the appropriations on a gold basis.
