(THROUGH REUTER'S AGENCY.]
TOKYO, June 8. It is learned that important changes in the higher personnel of the navy, including the Vice-Minis- ter of the Navy and Vice-Chief of Staff, will be gazetted to-morrow, “
It is officially asserted that this is merely the usual annual shuffling of the personnel, but the public interest has been aroused because several people involved figured pro-
minently in the London Treaty con-
troversy, especially Vice-Admiral N. Suyelugu, Vice-Chief of the General Staff, who will be replaced by Vice-Admiral S. Nagano, former ly President of the Naval Academy, The new Vice-Minister of the Navy, Vice-Admiral S. Kobayashi, formerly Chief of Materiel. suc ceeds Vice-Admiral A. Yamanashi.
Vice Admiral N. Suyetugi and Vice-Admiral Yamanashi will be attached to the General Staff with out specific assignment.
It is authoritatively, stated that the changes are the result of agree ment between Admiral Takarabe and Admiral Kato with Mr. Okada mediating, and it is believed that they will lessen the bitterness growing out of the London Pact.

A change of status in the Muci- cipality of Canton is being contem- plated.
