the Norwegians. The latter over a period of four years realis- ed £353,000, and their success has inspired the formation of the Aus tralian firm.
The money to be raised by the stock issue, he said, will be devet ed, to the purchase and construc- tion of small whalechasers and of factory ships suitable to make er tended voyages into the Antarctic regions. "Little is known in these parts," said Mr. Lamb, "of this romantic and wealthy industry Gone is the whaling of the sup posedly good old days, rapidly dis appearing are its sailing ships, its hardships, its dangers and perhaps most of its thrills,
"Whaling to-day has been pise ed ona hig business' basis, aided by all the devices of modern technology, including fast motor boats and the radio. Whale-han ters to-day put out to ats in staunchly-built modern chasers. Their equipment includes harpoon guns, hand grenades, a compressed air machine (for use in inflating the dead whale, so that he may be towed with greater case to the mo- ther ship) and wireless sending and receiving sets.
The whaling station at Point Cloates will be used from June to October, when whales migrate from the colder waters of the Antarctic temperate regions to the more climes of Australia. The whale- chasers will be sent out from this station, just the same as they leave the factory ship in the Antarctic, in, other parts of the year."
Whale oil extracted from the blubber of the whale is the prin cipal product of the industry. It is extensively used in the manu- facture of soap, nut butter and oleomargarine, having been found to be an excellent substitute for coconut oil. In connection with this. Mr. Lamb mentioned the Aus tralian Whaling Co's plans for formation of subsidiary companies which will engage in the manufac ture of various products for which whale-oil is used as a base.

STATE INSURANCE FOR FRANCE.
13.000.000 WORKERS TO BENEFIT.
UNITED PRESS.]
By the passing of the principal article by the Chamber of Deputies. the Social Assurance Beasure, granting State insurance to ap proximately G. $13,000,000 workers, will some into force almost in mediately.
Already Government departments are being reorganised to "deal with the tremendous organisation of the national insurance scheme, the first which France has tried, although the success of the State insurance scheme in Britain, has long been held up as an example to French. législators.
The bulk of the technical labour will fall upon the Department of Works, which is engaging thousands of additional clerks to cope with the mass of forms and documents which the project will entail. Forms and counter-forms are always 'a feature of the French Governmental system, which necessitates a constant stream of decuments passing to and from the fountain head in Paris and the huge network. of prefectures, and suprefectures.
-Roughly, the scheme insists that each worker who receives an annual Salary not exceeding 18,000 francs must pay a small sum weekly to the State, while his employer pays An equal sum. In this manner the worker is assured against old-age, sickness, accidents, unemployment, and other eventualities, while, ia the case of women workers, there are benefits covering maternity, whereby the poorly paid womah worker is assured of having her medical and other expenses paid.
Special concessions have been made in the measure to help
suffered" agriculture, which has severely during the past year, and the peasant will be more favoured in the matter of payments than the workers in other spheres of activity. Although the essential clause of the Bill authorising the organisa- tion of the vast machinery necessary for the working of the measure has been passed, the Chamber has yet to discuss other important clauses which will probably be completed early in June.
The Prussian Government recently announced the imminent promul- gation of an Order in Couceil for- bidding all public demonstrations of aerial acrobatics of any descrip- tion whatsoever. This prohibition fallows on a number of fatal ac 10a.m.-Church Service relayed cidents which have recently over- taken aviatora performing aerial from St. Joseph's Church. The evening opened with an ad-9 dress by Mr. N. H. Fok, the head- (0.05 master of the Institute, who wel- comed the gueste and then proceed ed to read the report of the In- stitute's work during the past year. He mentioned that the Tutorial Instituto opencil in the early part of 1921 with only 15 students, but since then the institution had made. such rapid strides that it had on its register some 300 students, in- cluding the young ladies in the senior classes. Every form of eport was encouraged, and this year, seven boys were chosen to repre- sent South China in the National Athletic Meet which was held at Hangchow.j
Tea and refreshments were served room adjoining the concert in u hall, and the gathering dispersed shortly after eleven o'clock.
