Lord l'assñeld is surprised to learn that in Hong Kong the cost of living is higher now than it was in 1990. He has asked for evidence to be obtained showing comparative costs in 1920 and 1929 in the hope if the figures warrant it—that the cost of living allowance paid to Government servants may be withdrawn, or at least diminished.

It must, moreover, be borne in mind that the existing rules, for convertion of sterling salaries are powerless to mitigate the effects on officers with sterling commitments of an exchange of 81-1/8d. The sliding scale itself ceases to be of value below an exchange rate of 1/6d. and the temporary allowance does not compensate, for any lower rate than 1/9d.
