The prediction that "before" many months have passed, Peping will once more be Peking and again the capital of a Government repre- senting most of China, is ventured by the well-known English author B. Lenox Simpson, who has writ- ten a score of books on the Far East under the per-name of Put nam Wonte.

Customs, now center- ed at Shanghai. After all oblige- tions are met, he points out, the Government still has $3,000,000 month clear, and this sum gives the leaders at Nanking an advantage over any other group in the coun try.
Feng's Military Superiority.
Mr. Simpson anys that Genensil Chiang has bought off rival Gen- erals instead of defeating them in battle, But now his rivals in the North. Feng Yu Hsiang and Yen Hai Shan, have really joined forces, the British writer thinks, and are not only superior in A military sense but are about to use Chiang's most effective weapon-the fan- cial one-against him. Mr. Simp- son believes it will not he lone before the Northern leaders will seize the Maritime Customs in the provinces they control. Hr esti. mates that this will subtract $7,000,000 a month from Nanking's revenues and add them to those of the North. Mr. Simpson, who speaks Chi- nese fuently, and has many Chi- nese friends in the North, declares. that the majority of educated Chi- reso in the North are convinced that the present state of affairs is one of the most unsatisfactory in their country's long history.
He cited as editorial from the Ta Kung Pao, the most influential Chinese newspaper in the North, which pointed out that the land-tax has been collected in many districts ten years in advance, that the valu able Civil Service system has com- pletely disappeared, and all office- holders are now at the mercy of local potentatea.
Mr. Simpson, like all old resi dents in China, realizes that all predictions are dangerous to the reputation, but he says he is will ing to go on record with this one.
