British Battleships, It is understood that the draft implementing the agreement re- garding capital ships provides that the British Empire will scrap the Marlborough, Emperor of India, Benbow, and Tiger. Two of these ahipa will be rendered anfit for warlike service within 12 month of the ratification of the treaty and be finally scrapped within 24 months. The other two ships will be rendered, unfit within 10 months and finally scrapped within 30 months of ratification.
.8. Ships to be Scrapped. The United States will scrap the ships Florida and Utah. One will be rendered unfit for warlike ser vice within 12 month of the rati fication of the treaty and finally scrapped within 2 months, and the other will be rendered unfit within 18 months of ratification and finally scrapped within 20 months.
The following ships are to be re- tained for training purposes, name- ly, the United States ship Arkansas the British Empire ship Iron Duke and the Japanese ship Hirci. These ships will be rendered useless for warlike service within 12 months of the treaty in the case of the United States and the British Empire, and within 15 months in the case of Japan.

LONDON, April 13.. Mr. H. L. Stimson, the chairman of the American Naval delegation, broadcasting, said that in the Bri. tish, Japanese, and American agrée- ment a lower level of limitation was reached than anybody on any delegation felt confident could be attained when the delegations first came. The experience of the nego. tiations made it clear that British and American naval rivalry was definitely ended. The same applied to their relations with the Japanese delegation. He concluded by stat ing: "We have successfully accom- plished the mission with which we have been entrusted by our 'coun try."

TOKYO, April 13. It is learned that Admiral Takarabe has asked the Govora- ment's permission to leave London on April 17. It is understood that the Government has indicated its desire that he should attend the formal signing of the Treaty pro- bably on April 20.
It is believed that Admiral Takarabe wants to leave London before signing for the purpose of avoiding affixing his signature to a document of which the Navy dis-
approves.
Four of them are fortysentery and are intended for the European stage of the air routes. They are biplanes each fitted with four Bris- tol Jupiter engines and each having, slaited wings. Unlike previous British air liners these machines will have corrugated metal fusel age.
