For some time past smuggling has been on the increase, and it is now proposed that the Hong Kong Government should exercise this control on be- half, and at the expense of, the Chinese Customs. The proposal involves both technicalities and principles which at this stage it is proposed to describe only outline.
"An obvious advantage of the proposal from a commercial and point would be that native goods shipped to Hong Kong would not. lose their status as such, as they do at the present time: Another advantage would be that Chinese vessels trading in inland waters would be able to take out their papers for inland places in Hong Kong.
Objection in Future.

"On the other hand, the objec tion that, at some future time, the Chinese might use the fact of Cue toms supervision of Hong Kong waters, albeit exercised through the Hong Kong Government, as an argument in favour of modifying the foreign status of the island still further is a serious one.
Likelihood of Friction.
"Not less serious, however, would. be the likelihood, if the proposed agreement were not concluded, of friction arising out of the grow ing evil of smuggling, which "the Chinese might determine to sup- press through the creation of a cor- don of preventive stations round the Colony.
At the time of writing, these and other pros and cons which will be dealt with more fly at the annual meeting, are the sub- ject of an exchange of opinions be tween the Association here and its branches in Hong Kong and Shanghai....

LOS ANGELES, April 1 A secret indictment was voted by the grand jury to-day as a further: development in the revival of the $100,000,000 Julina Oil Co. exposé.
This latest indictment is reported: to charge ten men with conspiracy to violate the Corporate Securities Act. It is believed that all except two of those named were previotily) indicted in earlier stages of the investigation, on ether charges:
Meanwhile Federal Judge James ruled that S. C. Lewis, president of McNeil's Island next week to begin the company, would depart for serving a prison sentence. gave himself up voluntarily in order to prevent the necessity for testifying before the grand jury.
