HONG KONG'S REQUIREMENTS

SHAREHOLDER'S -CRITICISM AND "GENERAL" MANAGER'S REPLY.

We have received the following letter dealing with the Hong Kong tramway service, and append to it a statement in reply made by the General Manager of the Company concerned - [TO THE EDITOR OF THE "HONG xoxo be expended on rails and the main-

STR, May I be permitted," through the medium of your col- umns, to comment on what ap- pears to me to be an absolute waste of money in the maintainance of the present tramway track

The Chairman of the Company, in his speech at the annual gen eral meeting of the Company on March 18, made references to the investigations which the Company are presumed to have made into. the matter of supplementing the present track system by buscs.

The report of the proceedings at the above meeting, just issued by the Company, quotes the Chairman. as having, said. (page 3 of the re- port):-

(d) "The Institute of Transport recently awarded its coveted Gra- duate Silver Medal to a Mr. A. A. Jackson of Nottingham for his pa per The Baillber Trolley System, Its Sphere." The last paragraph" of that paper is as follows:-

"For pioneer work, the opera- tion over light traffic routes with relatively few stops, connecting main thoroughfares, also for. operation generally where the traffic demand necessitates the provision of less than 400 passen. ger sents per hour in one direc tion, the motor bus is unassail- able; its adoption for such sor- vices all over the country is con- vincing proof.

Where traffic warrants a sër- vice giving between 400 and 1,000 passengers seats per hour in one direction. with a corresponding increase in the number of passen- ger stops per mile, and partien larly over routes containing se vere gradients there appears to be sound reason for seriously con- sidering the adoption of railless trolley vehicles."

"Routes requiring services gir ing over 1,000 passenger seats per

hour in one direction would seem to be the realm of the tramear rimning on double track, and ex- pressions made recently by emin ent authorities on the subject of road passenger transport indicate that the high value of the tram- car in dealing safely and econo- mically with the heavy traffic de mands is being...more widely re cognierd."

From the fact of the Chairman making special reference to the res quirement of providing “an aver age of about 2.500 passenger seats per hour in each direction" between the Western Market and Percival Street (Wanchai) it must be assum ed that the heaviest traffic is between the two points mentioned; and that the rest of the territory traversed by the trams at present do not call for more than 1,000 passenger seats per hour in one direction.

The demand for seats between Causeway Bay and Shaukiwan would certainly appear to fall very short of this, and yet expensive double tracks have been laid down

The collision between the river junk off Shekwan recently had its steamer Kyung Sai and a Chinese

sequel in the Marine Court on Saturday, when the master of the smaller craft was charged before Comdr. J. B. Newill, D.8.0., R.N., with having no lights on his junk at the time of the collision.

The Manager of the Hong Kong Tramways, Limited, Mr. E. C. F. Bellamy, Interviewed by our repre- sentative in connection with the above letter, said:-

I doubt whether I could be chal lenged were I to question the neces- sity (on the strength of what is said in the article quoted above) of having railed tracks at all.

The institution of these railless trolley vehicles would do away with the necessity of laying down "any more tracks with rails, and would do away with the necessity of re- laying or repairing any which may be existing. As it is, these tracks are maintained by the Company for the Government-not only the tracks themselves but certain width of road on either side of the tracks at a high cost to the Com pany, for the use of all the heavy- traffic which others may desire to put over them--and on top of this the Government demand a royalty. While perhaps I am hardly com petent to express any opinion, on the point, I feel that such wear and tear on tyres which the railless trolley vehicles would have to be provided with, would not amount to anything like what has to day to
