THE VALUE OF PRAYER
[TO THE EDITOR OF THE HONG KONG DAILY PRESS."]
Six. Once again I have read with interest the "report in your paper of the Sunday evening dis- cussion at the Cathedral, but this time I am more mystified than ever. The clerical gentlemen who took part in the proceedings are so hope lessly in disagreement with oné ân- other on the subjects of prayer, a personal Devil, and the power and will of God that I feel as complete. ly bewildered as they must be!
To me it seems that every one of these discussions makes it clearer than ever that nobody really knows anything at all about the topics discussed. Mr. Koop is apparently unable to believe in a personal Devil. Neither do I-but then neither do I believe the story told in the Bible about Jesus being taken to the top of a mountain by the Evil One and tempted by "the prince of demons," but probably Mr. Kopp does.
One fact at least seems to be clearly demonstrated by these fun- day evening talks-that religious truth is a magic fool from which the seeker can always bail out just what he wants. Whether anybody else recognises it for what it is said to be is quite another matter. Thus we get a gentleman who really believes in a personal Devil, but who quite seriously doubts the ex- istence of the horns and tail usual- ly seen in pictorial representations of the Evil One. Well, that con- fession shows the world does move, after all!Yours, etc.

JURY'S RECOMMENDATIONS
WOODEN STAIRCASES
CONDEMNED,
That concrete staircases should be provided instead of wooden ones was ona of the recommendations made by the jury yesterday, when the inquiry into the death of Chinese woman following a fire Smithfield, Kennedy Town, on the night of March 12, was concluded,
The new Rear Admiral joined the Service in January 1894, and specialized as a navigator. When the Great War began he was com- mander of the flagship King Ed- ward VII. in the Grand Fleet. After the loss of that vessel by mine in January, 1910, he moved with Vice Admiral Bradford and ataff into the Britannia.
The jury returned a verdict of accidental death, but added the Following riders --
(a.) The Regarding the cause of the fire, we consider that shops carrying on business of this kind (a joss-paper and fire-crackers shop) should be required by law to have sume sort of fire extinguisher to the satisfaction of the Fire Brigade.
(b). The owner of the shop is to blame for not making sure that the fire in the chetty was completely extinguished before he retired for the night.
(c.) Wo agreo
that Chinesa tenement houses should be provided with concrete instead of wooden staircases.
(d.) We wish to censure the owner of the property for failing to provide a ladder in the back part of the floor.
(e) We
are satisfied that the work of the Fire Brigade was in every way satisfactory.
The Coroner (Mr. R. E. Lindselly said he endorsed the jury's verdict, remarking-I will forward your recommendations regarding the concrete staircases to the Govern- nient. As the law stands at pre- sent, it is not possible to make that provision compulsory. There is, however, a movement, as Mr. Bottomley (representing the Build- ing Anthority) has stated, in fav our of concrete stairenses. We can only hope that that movement will grow in strength."

At the resumption of the inquiry, CLASSIFIED ADVERTISEMENTS.
Mr. J. H. Bottomley, of the Build- ing Authority's Office stated that the plans for the buildings in ques- tion were submitted in the usual manner. They were in accordaten with the Public Health and Build- ing Ordinance and that being so. the Department approved thea. The houses were built in 1925,
Witnces agreed with the Coroner that from the point of view of fire, the buildings were more dangerous then the type usually erected,
The Coroner Has the Building Offre no power to refuse to pass a plan for a house which is consi- dered particularly dangerous in casa of fire-Section 149 only al- lows the Building Office to demand that special fire appliances be in- stalled upon any floor that is more than forty feet from the ground.
How far above the ground were the top floor backs of these houses 1-Forty-two fact
How then did it came about that there was no means of escape there? Witness pointed out that there were actually trap-doors at the back. The original plans also made provisions for trap-doors and lad-. ders.
From December, 1018, he served aboard the King George V. flag.. ship of Vice-Admiral de Robeck, and was promoted to Captain in December, 1919. He afterwards became Flag Captain to Admiral- de Robeck in the Mediterranean.
