The following statement regarding Japan's demand for 70 per cent. of the strength of the United States Navy in auxiliary craft was written for the United Press by Admiral Kanji Kato, "Chief of the General Stax of the Imperial Japanese Navy, in response to a request for his views on the discussions now' taking place in London.
