"PEOPLE AND POLITICS.
FALLACY OF POPULAR REPRESENTATION.
POLITICAL, TUTELAGE COMES FIRST,
A note of warning was sounded by Mr. Yeh Tsu Chang. Director of the Publicity Department of the Central Party Headquarters at Nanking last week to "those who are entertaining wild ambitions" and disseminating fallacions state- ments in regard to the present situation.⚫
In a interview with Press cor- respondents, Mr. Yeh remarked that there were, at the present mo ment, a number of people who were entertaining selfish atpbitions and aro coining superficially plausible slogans to mislead the public.
"Let the People Decida." "You have heard," said Mr. Yeh, "for example, such expressions as 'Let the people decide on the na tional affairs and Let the Party members decide On the Party

RIGHT OF PEOPLE TO DECIDE QUESTION.
[United Preca.]
WASHINGTON, Feb. 13. A challenge for the prohibi- tionists of the United States to
permit the people of the country. to vote in a national referendum on whether the land should be "wet" or ""dry" was delivered at House to-day's hearings by the Prohibition Committes by Con gresswoman, Mary Norton of Now Jersey.
Mrs. Norton, who is a Demo- crat, urged the adoption of her re- solution providing for a plebiscite. In the event that the "wets" car- ried the plebiscite it would auto- matically repeal the Eighteenth (prohibition) Amendment.
Mrs.
"This committee," said Norton "has power to report this resolution to Congress and thus do its part toward referring the ques- tion of prohibition to the highest authority in the United States the people themselves.
"Will anyone resist this proposal because they deny the right of the people to decide this question?
