The following is the text of the speech delivered in the Diet on January 21 by Baron Sbideharu, Japanese Minister for Foreign Affairs, dealing particularly with Sino-Japanese relations and the question of extra-territoriality :— In China, endless scenes of in- ternal commotion and strife have in the past from year to year pre- seated themselves.
