TOKYO, Nov. 8. Indications tha the good embargo will be lifted next year are C- cumulating.

Following the Finance Minister's assertion on November 6 that with the present exchange rates it is clear that gold release is indeed. near, the lending vernacular news- papers give préminence to reports tezcerning Mr. Tsushima, the Fin- ance Commissioner, who is now in New York negotiating with Mor- gans for an overdraft of one hun dred million dollars in favour of the Yokohama Spedie Bank for the purpose of supporting the early lifting of the embargo on gold ex ports, enforced since 1017.

Negotiations are reported to be progressing davourably. This to- gether with the yen's rapid ap proach to par, leads financial experts to expect the signing of the overdraft agreement in New York to be immediately followed by Tokyo's official announcement of the termination of the embargo.

This will probably be in January or February.

LONDON, Nov. 7. In the House of Commons to-day Mr. Philip Snowden, explaining the reasons for the issue of a five per cent conversion loan, said that he felt it was very desirable to curtail the volume of treasury bills, the amount of which had extensive- ry increased in recent timer.
