The cruiser Carysfort, of the Devonport Reserve, having deve- loped certain defects, cannot be used for the conveyance to Chine of part of the relief crews for the Eighth Destroyer Flotilla. H.M.S. Cambrian, Captain R. H. O. Lane- Poole, O.B.E., is to take her place; and is accordingly being with- drawn from the Second Cruiser Squadron, Atlantic Fleet.

The Cambrian is ordered to Chatham Dockyard for the shifting of pro- pellers and the fitting of awnings. The permanent nucleus for the Cambrian will be provided by Chatham Depot, and the balance of ratings required for the round trip by Devonport Depot. The present Chatham crew of the Cam- brian is to turn over to H.M.S. Frobisher when that vessel is with- drawn from the Mediterranean for duty in the Second Cruiser Squadron.

Commander H. D. Nichol, who was promoted in the midsummer list, after being first lieutenant- rommander of the torpedo school- ship Defiance at Devonport, is to join the Vernon, torpedo school, Portsmouth. During tho War Commander Nichol. served in the cruiser Euryalus, flagship of Admira! Wemyss,

and from November, 1918, he was second-in- command of the sloop Espiegle. Another appointment of one of the

new

commanders which becomes operative is that of Compan- der R... P. Selby to the Naval Ordnance Department. Commian- der Selby served during the greater part to the War in the Llon, battle-cruiser flagship, both as sub- Reutenant and Heutenant. At the Battle of Jutland he was in charge of the transmitting room, and the working of this was reported in. dispatches to have been admirable. He showed coolness in dangerous situations," and received early. promotion lieutenant for his services. In 1999 he specialized in gunnery, and his last dufy was as first and gunnery lieutenant-com- mander of the battleship Valiant,

The progress of the general mess system in the Navy is again illus- trated by an Order in Council sanctioning new allowances in re- gard to it At the R.N. The monitor Erebus, cadets' training ship and turret drillähip at Devonport, which also flies the flag of the Commander-in-Chief at that port, will shortly receive a new commanding officer, on the completion by Captain E. J. Hardman-Jones, Q.B.E. of the usual two years. He is to bo. que- ceeded by Captain S. St. L. Moore, late in command of the Enter prise in the East Indies, Captain Moore was 45 in March last, and has been in the Navy since 1898. He became a lieutenant in 1900, und during the late War was gun- nery and executive oficer'in the light cruisers Foresight and Cal. lope. In the latter ship he was present at Jutland, and was com mended in dispatches and noted. for early promotion, which begre ceived in December, 1917. In 1910- 21 he was staff officer to the Com-. mander-in-Chief at Rosyth, after which he was appointed executive. officer of the Fisgard, artificers' training ship, and in May, 1023, he resumed seagoing duties in the battleship Warapite, and was pro moted to Captain at the end of 1024.

The promotion of an officer engaged on photographic duties in the Royal Navy is the subject of an Order in Council, in view of his special grade. On October 29," 1010, sanction was given by Order in Council to the grant of the rank of Warrant officer to Chief Petty Officer Albert W. Smith, in charge of photographic stores in H. M. Navy, with the pay of a warrant officer of the non-mechanical class. The regulations provide that war rant officers of all classes shall, subject to certain conditions, re- ceive promotion to commissioned. warrant officer (or, as it is now, styled, commissioned officer from warrant rank) after 10 years" seniority as warrant officer. The new Order in Council etates that Mr. Smith is considered eligible for similar advancement, and his promotion is sanctioned to

missioned officer, from warrant rank as from October 28, 1929, Mr. Smith is serving at the Photo- graphic School, attached to the Ex- cellent, Gunnery School.
