STRICTURE ON SINGAPORE METHODS.

Singapore:"The practice of loading cargo with a partly closed hatch seems to be a dangerous one and in view of the evidence of Mr. RL Wetherell, Chief Officer of the 5. In this parti cular instance little or nothing' could have been done for the de- ceased but it in a very unsatisfac tory state of affairs that an urgent. signal of this nature can be flown in such a port as Singapore for one and a half hours without some one responding to it, and I am therefore drawing the attention of the departments concerned to the complaint made by Chief Officer Wetherell "

Such was the stricture made by Mr. F.. G. Bourne, the Singapore Coroner; in a rider at the conclu- sion of an inquiry into the death of a Chinese who died as a result of an accident in the hold of the A.. Apoey on" August 15, in the Singapore Roads.

Mr. R. Wethereli, mate of the Apoey, stated in his evidence that his vessel was anchored in the roads. At 8.20 a. the second officer told him that there had been an accident in No. 1 batch. Ho went to investigate and found the Chinese lying at the bottom of the hold. Witness ordered him to be brought up and instructed the se cond officer to put up the signal for the doctor--the signal AM. This signal meant "accident on board. Doctor required urgently." No one answered either from the shore or from the two men-o'-war in the harbour.
