COLONY'S EXPENDITURE FOR 1930.
BUDGET ESTIMATE OF $22,000,000.
BIG EXPENDITURE ON WATER SUPPLY AND, AVIATION SERVICES.
ANOTHER PUBLIC WORKS LOAN TO BE RAISED.

In addition to the Budget estimates for 1830, proposals for new developments of particular importance to the. Colony will be laid before the Legislative Council meeting to-morrow.

The estimates for 1030 amount to $22,000,000 compared with 820,800,000 a year ago. other Public Works Loan is foreshadowed to meet expenditure on the Shing Mun scheme, on which 84,700,000 will be spent, $1,000,000 for the Aberdeen Water-scheme, and the Kai Tak Acro drome which is expected to cost nearly 81,700,000.
Increased expenditure is also asked for severn! Government Departments, but these increases are for improvements and developments of a nature which the public will endorse.

The Medical Department needs $230,000 more than last year, and other big increases are $400,000 for the Kowloon-Canton Railway, $190,000 for the Police Force, $130,000 for the Fire Brigade, 2214,000 for the Harbour Department, and $130,000 for Education.
The alertness of the Government to the necessity of parking on with aerial schemes is shown by a vote of over two lakhs for Air Services in addition to the big vote for Kai Tak develop.

Besides Government business a number of interesting questions will be asked by unofficial members with regard to the Kowloon Tong Property and other matters of public interest.

THE SHING MUN VALLEY SCHEME.

The Colonial Secretary will move: (a.) That this Council approves the construction of the works con- nected with the Shing Man Valley Water Supply Scheme as set out in Appendix VI. (a), Head 1, Sub-head 1, of the draft estimates of expenditure for 1930. at an es timated cost of 84,158,500.40.
(b.)-That this Council ap proven of a sum of $3,500,000 out of the said sum of $4,168,509.40 being charged to the Public Works (1927) Loan, and farther sanctions the expenditure of 82,221,876.42 actually incurred up to December 31, 1928, the expen- diture of $1,182,274.19 catimated to be incurred during the financial year 1929 and the expenditure of 205,849.30 estimated to be incurred" during the financial year 1030, which three last mentioned sums amount in all to the aforesaid sum of 83,500,000.
(c.) That this Council approves the expenditure of a further sum of $579,150.8t on the said Shing Mun Valley Water Supply Scheme during the financial year 1930, which sum shall be met from a further loan and shall meanwhile be charged as an advance tromi the

(a), Head 2, Sub-head 1, of the draft Estimates of Expenditure for the year 1030 and authorizes this surn to bo charged to the Pablic Works (1927) Loan, and further sanctions the expenditure out of this sum of the sum of 8403,729.08 actually incurred, December 31, 1928, and of the sum of $16,041,58 estim ated to be incurred in the financial year 1029.
