In that year China recognised the Soviet and the two Governments took over the railway jointly with- out giving the shareholders any compensation. From then till now it has been run jointly by the two Governments. The Russian Gov. ernment agreed to compensate the shareholders, but nothing has been done.

Now we come to the main point, which is that the Russians obtained control of a railway in China with special privileges without giving the Chinese reciprocal privileges. This is contrary to the provisions of the Washington Conference and has seriously affected all foreign interests trading in North Man- churia.
