Japanese Blamed.

One of the article states: The contracting Powers having treaties with China shall undertake to adopt the ne cessary measures to restrict and control the habit of smoking opium in their leased territories, settle- ments and concessions in China, to suppress, with the Chinese Gov. ernment, the opium dens or similar establishments which may still exist there, and to prohibit the use of opium in places of entertainment.

2. The smuggling of and traffic in morphine, heroin, cocaine, etc, by Japanese and Koreans in the interior of China has not in the slightest been checked by Japanese consular authorities. This results in thousands of Chinese being ad. dicted to dangerous drugs and seriously interferes with opium suppression in China.. 3. A tremendous
